The clouds within the image are called Mammatus clouds which are masses of cloud that hang beneath other clouds. They occur when cool, humid air descends into a warmer layer and causes the latter to cool to its dewpoint and condense into droplets. There not a common site here in the UK and are associated with particularly strong storms.
